Cinco de Mayo is not Mexican Independence Day. Hell, it's not even a holiday celebrated in all of Mexico. (Wikipedia actually has a decent explanation here.) But, here in America, we like to use the holiday as an excuse to get wasted anyway. (It's like St. Patrick's Day, but with tequila.)
This Phillyist will be having margaritas and chilaquiles at home tonight (I'm on deadline), but for those of you who plan on imbibing in public, Foobooz yesterday posted a pretty complete list of Cinco de Mayo festivities around the city if you're looking to go a little more upscale than the University City branch of Mad Mex.
Of course, missing from Foobooz's list are the more authentic places to get your Cinco on. North of Center City, we'd suggest Las Cazuelas or Taco Riendo (both owned by the same family). In South Philly/Bella Vista, Plaza Garibaldi, La Lupe (order the goat—trust us), and Taqueria Veracruzana all deliver the goods. They're all BYO, but at least you can get a real, HFCS-free Mexican Coke there. And should you find yourself in Old City this afternoon, we strongly encourage a stop at the Bourse where, believe it or not, you can get some kick-ass pastor at Tijuana Taco Too. (The Mexican Consulate occupies the top floors of the building—you'd best believe they wouldn't settle for less.)
