<description>&lt;p&gt;If all of these victims are tenacious about taking lawsuits - perhaps even class action- this would motivate the city to be more proactive about preventing civil rights violations.

Also, other  sympathetic bystanders should record  questionable encounters with their cell phones to help illustrate these inequities and have all important evidence to share&lt;/p&gt;</description>
