The FCC doesn't control the content of anything. They just have the authority to impose fines for improperly-broadcast "indecent" material on broadcast television.

And periodically, the issue of whether the FCC will seek to regulate cable & satellite TV, and satellite radio, bubbles up to the surface.

Knowing the FCC, they'll find a way to fine the broadcast anyway.

The FCC just controls the content of broadcast TV, not cable. Duh.
