Good catch, SK! Other problems I've noticed since I submitted this sign: the mega-ellipsis, aside from being hideous, probably shouldn't be any kind of ellipsis at all. A colon would be more appropriate. The "To" in "Welcome To" shouldn't be capitalized. This is a complete sentence that should end with a period. The hot water in the building should work. The elevators should move at a rate of > 1 floor/min.

Shouldn't we be proud that they are actually trying to use ellipses. Go Camden! I hope to see an m-set next.

Also, isn't there a questionable subject-verb agreement issue with "Halls" and "a place"? Although, if you're counting the Halls as one location, I suppose it would be okay. In that case, wouldn't it be necessary to refer to them with the appropriate, singular article "the"? It's also entirely possible that I'm just over-thinking this.

I believe the longer than normal pause is needed to prepare yourself for living in Camden, NJ. A regular ellipsis just isn't sufficient.
