Strange Object

Is it for tying up your gigantic mechanical horse? Is it a sign post for the aliens? I don't know, but I pass by this intriguing concrete monolith, which is just south of Race on 12th, in the Convention Center tunnel, on my walk to and from work every day, and one day back in February (you can tell by the remnants of snow on the ground next to it), I decided to snap a picture of it.
