There was an article (I believe at Slate, but maybe in the Washington Post, I would look for it, but I'd rather not) about how the "Stop Snitching" shirts aren't really about reporting crime. Instead its really tied into our justice system which "rewards" people pulled in for minor offenses by making them witnesses of the state. It's a troubling system -- get picked up for loitering turn in the neighborhood drug king pin -- that is designed to lower the amount of old-fashioned police work and investigation and having a police presence on the street. The police don't have to do any work if you'll turn in your neighbors to "clear your record." This is the _real_ target of the Stop Snitching t-shirts. Not the lady who calls 311 or 911 to report a crime.
